  • Fire-Rescue Department Earns Life Safety Achievement Award

The Sunrise Fire-Rescue Department earned a 2007 Life Safety Achievement Award from the Residential Fire Safety Institute - a public interest group whose mission is to reduce residential fires deaths and injuries.

The Life Safety Achievement Award recognizes local fire prevention activities that contributed to reducing the number of lives lost in residential fires. The Sunrise Fire-Rescue Department qualified for the award because it recorded zero fire deaths in structures during 2007. Although residential fires in the United States account for only 20 percent of all fires, they result in 80 percent of fire deaths.

Water Conservation: How Much Water Does Your Household Use?

The average U.S. household uses approximately 69.3 gallons of water per person per day indoors, according to a survey by the American Water Works Association. Do you know how much water your family consumes? By conducting a simple household water audit, you can estimate your indoor use. This can help you target your water conservation efforts and, in turn, save money.

Sunrise Fire-Rescue Earns Award for Heart-Health Initiatives

Sunrise Fire-Rescue earned the 2008 STEMI Awareness Community Program Award from the International Association of Fire Chiefs (IAFC). This award recognizes a fire-service EMS system that has implemented a community program to help improve therapies for patients with acute coronary syndrome and its life-threatening complication - sudden cardiac arrest.

Sunrise Fire-Rescue was praised for its community CPR programs, overall heart-health and wellness initiatives, and professional best practices including the recognition and management of STEMI (ST Elevation Myocardial Infarction) - an indicator of acute heart attack.

Award criteria were established by the IAFC, in partnership with sponsor Medtronic/Physio-Control, the leading manufacturer of cardiac monitors/defibrillators. The IAFC, founded in 1873, represents the leadership of more than 1.2 million firefighters.

General Dynamics Opens Engineering Office in Sunrise

General Dynamics C4 Systems - a leading developer and integrator of secure communication and information systems and technology - opened its new Engineering Design Center in the City of Sunrise on June 2nd. Their 22,000-square-foot workspace is located in Sawgrass Pointe I, a six-story, Class A office building in the Sawgrass Park of Commerce.

The Engineering Design Center will initially house 50 software and systems engineers at work on U.S. Department of Defense tactical-networking and next-generation communications programs. In the near future, General Dynamics' employment in Sunrise could grow to 100 positions - a large, highly-trained staff with an average annual salary of over $100,000.

"The highly-skilled workforce in South Florida, combined with the excellent quality of life and proximity to outstanding colleges and universities, makes this an ideal location for us to open shop," said Chris Marzilli, president of General Dynamics C4 Systems.

The City's Building Department played a significant role in facilitating the opening of General Dynamics' Sunrise office: Staff worked hard to meet the firm's aggressive development timetable - and its move-in target.

"We have been extremely pleased with the City's commitment to General Dynamics," said Christopher Gallagher of Duke Realty Corporation, the firm that developed and manages Sawgrass Pointe I. "Their Building professionals made an exceptional effort to accommodate C4's needs."

As General Dynamics' new office illustrates, Sunrise continues to be one of the premier corporate locations in South Florida. The Sawgrass area is centrally located for employees and clients, and readily accessible via two major airports, the Sawgrass Expressway, and I-595. Sunrise also offers a variety of business-friendly amenities, including excellent full-service restaurants, quality lodging, and world-class entertainment options.

Bruce Moeller Named Sunrise City Manager

On June 10, the Sunrise City Commission appointed Bruce J. Moeller to the position of City Manager. He had been serving as Interim City Manager since January 28, 2008.

Moeller served as Sunrise's Fire Chief from 1997 to January 2008. In this role, he is credited with developing a modern emergency management program - including creating an Office of Emergency Management to oversee the City's preparation for and response to natural and manmade disasters. Prior to joining the City of Sunrise, he served as Director/Fire Chief for Broward County Fire Rescue. Moeller has a total of 31 years of local government experience in both Florida and Illinois.

To complement his public service, Moeller earned a Ph.D. in Public Administration from Florida Atlantic University in 2001, and has taught undergraduate and graduate classes in management and public administration. Dr. Moeller serves on several professional advisory boards and is a sought-after speaker on such topics as performance measurement and improving management effectiveness.

New Camp Registration Procedures for Summer 2008

Summertime marks the return of Sunrise's popular and affordable Summer Camp program. The City's Leisure Services Department operates 12 camp sites throughout Sunrise, offering participants the best in summer recreation - from sports and swimming to arts and crafts. In addition, each camp session features a weekly field trip.

Sunrise offers two specialty camps: A Theatre Camp for kids with a flair for drama, and a Sports Camp that focuses on developing athletic ability. There's also an Adventurous Beginners Camp designed for children who will be entering kindergarten this fall.

Full-day camp programs are conducted every weekday from June 16 through August 8 - except Friday, July 4 - from 7:45 a.m. to 6:00 p.m. An afternoon-only option is available to children who are attending summer school.

Full-day Summer Camp is just $450 for Sunrise residents and $670 for non-residents. The afternoon-only program is $425 for residents and $620 for non-residents. Discounts are provided for multiple children in the same household.

Each camper receives an official summer camp t-shirt, which must be worn on field trips. (Extra shirts can be purchased for $6 each.) Campers must bring their own lunch and snacks each day.

This is the first year the City has conducted a site-assignment lottery to determine camp placement. Completed registration packets for Sunrise residents and children who attend a school located in the City of Sunrise were accepted from April 1 through April 28, by mail only. Each applicant was asked to select three camp sites, in order of preference. All registrations received by April 28 have been entered into a random drawing and will be assigned a camp location. Forms received after April 28 will be processed in the order they are received, space permitting. If an applicant's first three choices have reached maximum enrollment before their registration is processed, they will be placed on waiting lists for those sites only and their payment will be returned unless a spot is secured.

The City's Summer Camp program can accommodate a total of 970 children. Walk-in registrations and registration for non-residents will begin on May 12 and conclude when all spaces have been filled.

See the April/May/June issue of HorizonsHorizons 2008 AMJ PDF for complete Summer Camp information, or contact the City's Leisure Services Department at (954) 747-4600.

Sunrise Participates in Staples Dream Park Challenge

Sunrise's Flamingo Park was one of only 18 parks in Broward and Miami-Dade counties to compete in the "Staples Dream Park Challenge with D-Wade." The winning park will receive a makeover valued at $25,000, and will host a celebration featuring Miami Heat Guard and NBA All-Star Dwyane Wade.

Residents who voted for Flamingo Park online were also automatically entered to win one of five autographed basketball jerseys, or a chance to meet D-Wade. The contest began on February 14 and concluded on April 10. Winners have not yet been announced.

Flamingo Park is located at 12855 NW 8th Street, adjacent to Sawgrass Elementary School. It features two baseball fields, a soccer field, a tennis court, two basketball courts, a playground, a jogging path and a meeting room.

For more information about Flamingo Park, contact the Leisure Services Department at (954) 747-4600.

Sunrise Hosts 2008 BMW Tennis Championship

The City of Sunrise hosted the BMW Tennis Championship in March 2008. This exciting annual event marked the return of some of the top men's professional tennis players.

Robin Haase of the Netherlands captured the singles title, defeating sixth-seeded Sebastien Grosjean of France.

The BMW Tennis Championship is the only Association of Tennis Professionals (ATP) event held in Broward County, and one of only three major tournaments in the state of Florida. Sunrise Tennis Club, the tournament's home, has earned numerous accolades, including the United States Tennis Association's 2001"Outstanding Facility" award.

FY 2007/2008 Budget Reduces Tax Rate for 13th Consecutive Year

The Sunrise City Commission unanimously approved a budget for fiscal year 2007/2008 that reduces the property tax millage rate for the 13th consecutive year while maintaining the City's commitment to providing the highest level of services. Although property tax legislation approved by the Florida Legislature in 2007 required local governments to roll-back property tax rates, the City Commission lowered property taxes by approximately $800,000 more than required by the legislation! We are unaware of any city in South Florida that reduced taxes below the required millage rate by more than Sunrise. This dedication to lowering the millage rate will result in a tax savings of $6.3 million for Sunrise property owners next year.

The City's 2008 fiscal year budget began on October 1, 2007, and ends on September 30, 2008. The budget was developed through a complex process involving detailed requests from City departments, input from the City Commission and opinions from residents. Throughout the budget preparation process, City staff sought to identify which services and programs should be undertaken with the resources available. The resulting budget totals just over $380 million for all funds with approximately 1,300 positions.

    County Launches Vulnerable Population Registry

Broward County has announced the launch of a Vulnerable Population Registry, created as a joint effort between County government, local municipalities and emergency responders countywide. Residents are encouraged to register if they feel they may be vulnerable - due to a disability, frailty or health issue - in the aftermath of a hurricane or other emergency, when extended power outages or temporary loss of services can occur.

The Registry is designed to help government entities and emergency responders pinpoint the locations of those people most in need. However, participation in the program is not a guarantee that a resident will be provided services or be placed on a priority list. Those who enroll with the Registry are still encouraged to be prepared for hurricane season, collecting essential supplies of food, water and medication to sustain themselves for three to five days in the aftermath of a storm.

Residents may enroll themselves, or authorize a family member or caregiver to register for them. The easiest way to register is online at www.broward.org/atrisk. Residents can also register via the Broward County Call Center at 954-831-4000 (TTY 954-831-3940). All information provided to the Registry will be held in the strictest confidence, as required by State law.

    Work Continues on Multi-Purpose Center

Construction is continuing on an approximately 18,000-square-foot multi-purpose community center adjacent to City Park and the new branch library on Sunset Strip. The project's approximately $5.3 million cost is being shared by the City and the School Board of Broward County.

Designed by the firm of Synalovski Gutierrez Romanik Architects, Inc., the center will house a gymnasium and classrooms. In addition, a new, lighted parking lot is being constructed to serve the multi-purpose center and City Park, and the park will receive a new playground. The project is scheduled to be completed by early summer 2008.

    Three New Passive Parks Planned

Sunrise is moving forward with plans to transform three vacant parcels of land into passive parks. These sites - representing nearly 24 acres of green space - will be preserved thanks to the hard work of Sunrise officials and a voter-approved Broward County measure aimed at preventing the loss of valuable open space. The passive parks will be located on the north side of Oakland Park Boulevard, west of Pine Island Road; on the south side of NW 44th Street, west of Pine Island Road; and on the east side of Nob Hill Road, south of NW 55th Street.

Under an Open Space Grant program - part of the referendum - funds were set aside to acquire open spaces throughout Broward County. Municipalities identified properties that they felt should be preserved and competed for Open Space Grants. As a result of the competitive evaluations, the Broward County Land Preservation Advisory Board ranked two of Sunrise's proposed projects among the top three selected, and recommended Sunrise receive a total of nearly $4.5 million in funding for three of its requests.

While Land Preservation Grant dollars were used to purchase the sites, the City of Sunrise is responsible for funding construction to develop the properties into passive parks, as well as for handling ongoing maintenance. In September 2007, the City entered into a contract with the engineering firm of Craven Thompson & Associates to oversee the design of the Oakland Park Boulevard and 44th Street sites. Preliminary planning is underway for the Nob Hill Road site.

The Oakland Park Boulevard site contains a high-quality live oak hammock that is considered environmentally significant. Once invasive vegetation is removed, the live oak hammock is expected to provide a needed habitat and an abundant food source for native wildlife. The rest of the property will be developed into a passive park with picnic shelters and walking/jogging trails. The NW 44th Street site will feature an observation platform along the western canal of the property.

City Invests $4 million in Tree Restoration

The damage inflicted by Hurricane Wilma to the City's tree canopy was extensive. The October 24, 2005, storm generated more debris in less than a day than the debris volume typically generated by all of Broward County in one year. Much of this debris was in the form of downed and damaged trees, with an estimated 30 percent of the County's tree canopy damaged during the storm.

In 2006, in an effort to mitigate the damage to the City's tree canopy that resulted from Hurricane Wilma, the Sunrise City Commission awarded an approximately $200,000 agreement with Glatting Jackson Kercher Anglin Lopez Rinehart, Inc. to provide design and construction administration services for the restoration of landscaping along City streets that were damaged as a result of Hurricane Wilma.

Sunrise has already invested approximately $1.7 million of the estimated $4+ million needed to restore the appearance of the City's tree canopy, and a contract was recently awarded to complete the remaining reforestation. There is a special focus on replacing downed or damaged trees with varieties that withstood the hurricane well, such as live oaks and palms. When our reforestation efforts are complete, the landscaping along city streets will be equal to or better than before Hurricane Wilma.

The tree restoration project is expected to be complete by April 2008. Other Broward cities have stated it could take them until 2012 to finish their reforestation efforts.

    Home Recognition Program

The City's Home Recognition Program rewards homeowners for upgrading and maintaining their property. Each winner receives $100 from program sponsor Trust Mortgage Capital; a certificate from the Sunrise City Commission, presented at a Commission meeting; and a Home Recognition Program yard sign.

The City's Economic Development Advisory Board selects the Home Recognition Program winner from all eligible nominees. Homes are judged on overall appearance including, but not limited to, such enhancements as landscaping, painting, decorative driveways, accent lighting, pool and patio features, architectural improvements and structural expansions.

Please complete our nomination formArt Gallery PDF if you would like to submit your home for award consideration. In addition to this form, each applicant must provide at least one "before" and one "after" photo of the improvement project. Proof that all applicable permits were issued may be requested during the City's review process.

Send your completed application packet to: Redevelopment Manager, City of Sunrise, 10770 West Oakland Park Boulevard. Sunrise, FL 33351. For more information, please call (954) 746-3270.

    Sustainable Community Initiative

During a recent visioning session, the City Commission agreed to pursue a sustainable approach to developing and managing Sunrise. This action recommits efforts and strengthens long-standing principles already practiced in Sunrise since the early 1990s, which strive to preserve, protect and replenish the natural environment in order to ensure that today's development does not jeopardize the future health and welfare of our community.

Achieving sustainability is an inclusive process that addresses all aspects of a community's long-term health and prosperity. Creating a sustainable community allows us to pass along to future generations a community for which they will be thankful. To be sustainable, new development must improve economic efficiency, protect and restore ecological systems, and enhance people's well-being. Other hallmarks of sustainable communities include safe neighborhoods, lifelong educational opportunities, and an informed and involved citizenry.

IKEA Opens First Store South of Atlanta

IKEA, the world's leading home furnishings retailer, chose the City of Sunrise as the site of its first store south of Atlanta. The new IKEA Sunrise opened on October 17, 2007 - just one year after its groundbreaking at the "Gateway at Sawgrass."

The "Gateway at Sawgrass" - located on the southwestern border of Sunrise, adjacent to the cities of Plantation and Davie, and with easy access to I-595 - is a 25-acre retail center developed by Ft. Lauderdale-based Stiles Corporation. In addition to the 293,000-square-foot IKEA store and its two-level, 1,100-space parking garage, the center features 40,000 square feet of first-class specialty retail shops and restaurants.

"We looked for the right location in South Florida for quite some time, and we found it in Sunrise," said Dave Iemolo, IKEA real estate manager. In order to meet the City's quality development standards, the Sunrise store is the most architecturally attractive IKEA in the world. The site includes a lake and a fountain, as well as lush landscaping.

Since its 1943 founding in Sweden, IKEA has offered home furnishings and accessories that are both well designed and affordable. The company incorporates environmentally friendly efforts into day-to-day business and supports initiatives that benefit causes such as children and the environment.

IKEA has 253 stores in 35 countries - most of them in Europe, the United States, Canada, Asia and Australia. The company has approximately 104,000 employees, and approximately $18 billion in annual sales.

    metropica
    Metropica Project Moving Forward

The latest plans for Metropica - the multi-faceted project to be developed between Sawgrass Mills Mall and the BankAtlantic Center - exemplify Sunrise's continuing evolution as a vibrant, metropolitan community. Conceived in the tradition of great American places, it reflects the hopes and aspirations of our residents and our City.

As an example of smart growth, Metropica recognizes the connection between development and quality of life. The project takes a town-centered approach - creating a walkable environment by implementing mixed uses that are accessible by foot, bicycle and transit. It would be served by roadway infrastructure that's already been put in place, with surplus capacity surrounding the site.

Metropica would be located at the northeast corner of Sunrise Boulevard and Panther Parkway. Spanning three-quarters of a mile and comprising approximately 50 acres, it is anticipated to include 485,000 square feet for upscale retailers and restaurants, as well as 650,000 square feet of class A office space. It would also feature 2,500 luxury mid- and high-rise condominiums, in addition to 300 townhomes and up to 135,000 square feet of community facilities. Collectively, these amenities reinforce Sunrise's reputation as one of South Florida's premier business, entertainment and residential locations.

The City conducted a fiscal impact analysis early on in the project to determine the short- and long-term costs and revenues associated with this development - the outcome of which was extremely favorable for the community. The result of a public/private partnership, this project would help create a new, vibrant center for Sunrise. Metropica would further establish our City as the center of western Broward - as well as its most popular social gathering spot. It would also complement other projects in the area, including Sawgrass Mills' recent upscale expansion - the luxury boutiques and gourmet dining options of The Colonnade - and the award-winning Tao Condominiums.

    Artesia

    Artesia Honored by Builders' Association

Artesia - the upscale community now being developed at the northwest corner of Flamingo Road and Panther Parkway - earned a Platinum prize at the Florida's BEST Awards banquet, held in April 2007. Its win in the "Planned Community - Multiple Products" category represented the evening's highest honor for a community of 1,001 units or more. The project, being developed by Minto Communities, Inc., is designed to capture the color and character of such resort areas as Palm Beach, Florida; Marbella, Spain; and Portofino, Italy.

The Florida's BEST Awards - established nearly 25 years ago by the Builders Association of South Florida - is a prestigious annual competition open to members of the local building industry. Winners are selected by an independent panel of industry professionals from outside the state.

Republic Services, Inc. to Relocate to Sunrise

In July 2006, Republic Services, Inc. announced that it would relocate its corporate headquarters from Fort Lauderdale to the City of Sunrise.

With approximately $3.1 billion in sales in 2006 and 13,400 employees nationwide, Republic Services is the third-largest solid waste management company in the United States. Republic Services will move 150 employees to their new 64,000-square-foot headquarters.

"We are very pleased to work with the City of Sunrise as we plan for the move of our corporate offices in 2008," said Jim O'Connor, Chairman and CEO of Republic Services, Inc. "The City of Sunrise represents a perfect location for our national headquarters. The City has a wonderful sense of community for residents and corporate citizens."

Western Union Relocates Latin American Headquarters

Western Union - a global leader in financial services - has relocated its Latin American headquarters to Lake Shore Plaza in the City of Sunrise. This five-story, 145,000-square-foot office building was constructed by Stiles Corporation in the prestigious Sawgrass International Corporate Park, and is owned by Liberty Property Trust.

"With its central location in South Florida and its premier corporate environment, the City of Sunrise will now serve as regional headquarters for our Latin American and Caribbean business operations," said Roger Richey, director of corporate real estate for Western Union. The move from Fort Lauderdale brought approximately 140 jobs to Sunrise.

Founded in 1851 as a telegram business, Western Union's services have expanded and evolved. Today it is an industry-leading Fortune 500 firm, committed to connecting people worldwide with fast, reliable and convenient financial services.
"Once again, Sunrise demonstrated its pro-business attitude," said Mitchell Millowitz, the real estate broker who assisted Western Union in its search. "Sunrise stood out among South Florida municipalities by addressing Western Union's needs and working to develop a true city-business partnership."

Lake Shore Plaza features Class A office space with attractive water views, and offers exposure to the Sawgrass Expressway. It is located within the 612-acre Sawgrass International Corporate Park, South Florida's largest office park. The Park is also home to such well-known companies as Sony, Sprint PCS, United Healthcare, BellSouth, and HBO Latin America.

"Tao will feature incredible amenities like valet parking, fitness and tennis facilities, a lagoon-style swimming pool and so much more. These sophisticated amenities are an excellent complement to the Metropica project - the new urban center being developed in Sunrise."

In recognition of its excellence, Tao Condominiums was named Florida's 2006 Luxury Residential High Rise Project of the Year by the Developers and Builders Alliance (DBA). Selection criteria for this prestigious award included the project's overall impact in the community, technical excellence (building structure, architectural and interior design), and innovative design and construction.

DBA, based in South Florida, is a statewide organization that promotes the building and construction industry, and serves as a recognized source of up-to-date industry information. The organization's influential membership includes developers, large general contractors, architects, engineers, major suppliers, real estate executives and other industry professionals. Donald Trump is the honorary chairman of DBA's board, and Gil Dezer of Trump Dezer Development serves as its president.

Davie-based Weitzer Communities was founded in 1976. This award-winning development company has constructed some of the most attractive communities in South Florida, including the much-anticipated Villa Zamora in Coral Gables.
