Sister city relationships are intended to stimulate economic development and cultural understanding at the municipal level. They are officially recognized through signed agreements by the respective mayor of each city and ratified by the city council/commission or equivalent legislative body.
The sister city program was modeled after People-to-People, an initiative launched by President Dwight D. Eisenhower in 1956 through the National League of Cities. The program aimed to involve individuals and organizations from all levels of society in citizen diplomacy , with the hope that the personal relationships forged through a sister city affiliation would lessen the risk of future tensions and conflicts between nations.
In the spirit of promoting cooperation, cultural understanding and economic opportunities, Sunrise has embraced Yavne, Israel, as a Sister City for more than 20 years.
